Old Road Master Pre War Bicycle Project

I found this old Road Master Pre-War Bicycle and plan on getting this one back on the road.  It is a big project to say the least based on condition.  I do not plan on powder coating or even re-painting.  I am going to restore in "Rat Rod" style and keep the original look and add new rubber, tubes, rim strips, handle bar grips and seat.   Does anyone know the year on this one? Sorry for the low quality pictures!  The pictures were taken on location when the bike was found.  It almost looks like the rear of the bike was in a fire. Probably the result of the bike being half in and half out of a storage building.  Any year ID guess-timation would be appreciated!
